I don't think it's legal for the police to continue to detain someone based on a communication unless it list the specific charges the person has pending against him.

Happens EVERY YEAR.

There's an old movie about this from the '70's or '80's where Cheech is complaining constantly that he's from East LA but gets deported while going down to the 7-11 for a snack without a wallet.

The reality is that if you cannot speak English competently and fluently and have an appearance of another nationality....you NEED to carry ID on you constantly.

It's not like it's new information,
It's not like it hasn't been a joke for decades.

Americans, by and large, really don't care so long as it isn't many and NEVER gets out of hand.
