It was a loan, part of the illegal scheme that Pecker (AMI CEO), Cohen, and Trump in the August 2015 Trump Tower meeting which hatched the "catch-n-kill" scheme.

In-kind contributions and off-book loans to benefit a campaign are illegal.

After Pecker's (CEO of AMI) lawyers found out about the scheme they informed him - IIRC after the McDougal payments - that his activity was illegal and could result in felony charges. Pecker then backed out of the scheme. As a result he entered into a non-prosecution agreement as the CEO of AMI with Federal prosecutors in echange for truthful testimony of all AMI associated individuals (including Pecker who testified at Trump's criminal trial), and the production of any documents related to the matter.

There’s a big difference between a civil judgement and a criminal conviction. I’ll be blunt, I don’t care. She didn’t bring it to the police and they didn’t bring criminal charges when it happens. She sues years later? I’m not buying it.
