Actually, candidates are required to report expenditures of personal funds to support their own campaign.

And before you ask, there is something called the "irrespective rule" that says if the expense would have been made irrespective of the campaign it doesn't count.

However, testimony at trial was that Trump attempted to stiff Daniels with the payment. (Pun intended). To delay paying her until after the votes were cast, then he wouldn't have to pay. That shows the payment was not "irrespective" of the campaign since if it wasn't campaign related - for example to prevent embarrassement, protect Malania, to protect the Trump name - then when the payment would have been made to keep it from ever coming out. However since he tried to tried to structure a deal that only benefited the campaign, it fails the "irrespective" test.
