No the test is whether the candidate would have paid the expense irrespective of whether or not there was a campaign.Thank you for posting that, but I don't see how it's relevant. It says "Under the "irrespective test," personal use is any use of funds in a campaign account of a candidate." There was no personal use of funds from a campaign account. Cohen used funds from a bank loan and Trump reimbursed him using a combination of personal funds and business funds.
