The answer appears to be money.
Many of those who go and fight are not driven by ideological means, but simply they go to earn money because at home they can't get jobs.
The US is complaining about a lack of jobs, but these countries have it worse.
In Iraq it was the same. Bremer fired all of the police and army in Iraq and they needed jobs, so they fought for the insurgency. Nothing much has changed other than ISIS is spreading its wings wider.
