California, Colorado, Hawaii, Nevada, Oregon, Utah, Vermont, Washington, and DC allow all elections to be conducted entirely by mail. Nebraska and North Dakota allow counties to opt for all vote-by-mail elections.

Bullshit. Educate yourself. The story I listed concentrated on Indiana and Georgia - the two states with the strictest voter ID where Democrats falsely claimed blacks would not be able to vote. THat was the lie, a shameful racist lie. BLack participation increased in these two states and increased or stayed the same in every other state that enacted voter ID. As we're pointing out here, the bullshit that blacks will be disenfranchised by voter ID laws is a bald racist lie.
