In answer to the question in the OP, the majority of people with college degrees in this nation would not have one if we only had private universities like Harvard and Yale. No one could afford an education. That is a fight you won't win at this point--the government is pushing everyone to go to college, since it increases their earning potential and will hopefully make the middle class happier. Sadly, not everyone is college material. But that's the government's stance at the moment.

we are not funding the school outright, but the grants and loans the student gets for going there is most all of the money they get from the fed gvt....

It's like a school voucher program, the student chooses a qualified school of their choice and uses their loan or grant there....

qualified by the fed, based on graduation rates meeting a certain level, and loan repayment reaching a certain level etc but not based on whether free speech is allowed.

the other small amount of money universities get from the federal govt is research and Development, and the labs and students WIN those grants through a process and performance as well.
