No,but a bill for such elimination,sponsored by millions of americans,can be passed and voted through congress,vice versa.

The IRS and the federal income tax are here to stay. Congress is not interested in replacing it. Even if they were, they couldn't figure out how to do it and they could never agree on a replacement.
