The Great Whore of Revelation 17 is the gross wickedness that is spread across the earth

Revelation 17:5
5 And upon her forehead was a name written, MYSTERY, BABYLON THE GREAT, THE MOTHER OF HARLOTS AND ABOMINATIONS OF THE EARTH.

She is a direct opposite of the woman who is mentioned in Revelation 12.

1 And there appeared a great wonder in heaven; a woman clothed with the sun, and the moon under her feet, and upon her head a crown of twelve stars:

Revelation 18 describes the Great Whore's demise.

Actually she is described as--the kings of the earth have commited fornication with her.( symbolic)- for years the religious leaders were hand in hand with the kings. Every mortal govt on earth is corrupt to the core. One would not cast a vote for corruption. Yet every( except 1)99.9% are false) religion teaches its ok to vote for corrupt mortal leaders. Now the govts are making it so unacceptable things to God must be accepted by all( homsexuality-transvestites,etc)-- Jesus followers do not accept it. They cast their vote for Gods appointed king.

Jerusalem was also known as “the city on seven hills” at the time John wrote Revelation.

The seven mountains upon which Jerusalem was built are Mount Zion, Mount Ophel, Mount Moriah, Mount Bezetha, Mount Acra, Mount Gareb, and Mount Goath.

Verse ten goes on to explain that the seven hills represent seven kings or kingdoms, five of which have fallen, one that is and one that is to come. Therefore, the “harlot of Babylon” cannot refer to Rome.

Revelation 11;8- And their dead bodies (the two witnesses who will be killed by the beast from the bottomless pit) shall lie in the street of the ‘great city’, which spiritually is called Sodom and Egypt, where also our Lord was crucified.” Where was our Lord Jesus crucified? Jerusalem.

It seems to me that the tirade is against Jerusalem and the Jews who crucified Jesus.

The entire Bible is a tirade against Israel, really. The prophets and poets are frustrated with Israel's idolatry, i.e., adultery.

Sure, some of the characters are praiseworthy and righteous at times, but by and large, it's a wayward nation.

The text of Revelation 21:4 is in the present tense regarding the former things, and is not unlike the eschatology of the gospels and epistles. The former things had passed away, so the wiping away of tears should have commenced then. The text does not tell us that tear ducts will become obsolete. The Revelator used the same kinds of metaphors and other literary devices as his fellow Israelites had historically used. That God wipes away tears is a sentiment that Isaiah shared after his vision of Israel’s liberation from Babylon:

He will swallow up death forever;
and the Lord God will wipe away tears from all faces,
and the reproach of his people he will take away from all the earth,
for the Lord has spoken. (25:8)​

We also see this later in Isaiah, that people will no longer mourn (60:20) and that the prophet iterates this sentiment again in Chapter 65:

I will rejoice in Jerusalem
and be glad in my people;
no more shall be heard in it the sound of weeping
and the cry of distress. (65:19)​

Isaiah makes this crystal clear: when God liberates His people from foreign oppression, He wipes away their tears. First, note that under the Old Covenant, Jerusalem, though unfaithful, is still the holy city worthy of salvation from her foreign overlords, however begrudgingly (God keeps His promises, after all). Second, when God would restore Jerusalem, the prophets used that phrase, that His people would no longer mourn. Liberated from their foreign oppressors, be they Babylon or Persia or whomever, God’s people would no longer shed any tears. In other words, their country would be independent, and they would be free to live and worship as they pleased without fear of reprisal or of assimilation to a heathen culture.

And, of course, the same sentiment holds true for the idea that death should be no more. Scripture tells us that death first and foremost referred to idolatry, or the abandonment of God for something people deemed more valuable. It is spiritual alienation. But since the Cross, mankind is again a living creature. Resurrected, he is dead no more.

well, I think the great whore is "organized religion" which in God's eyes probably is not terribly organized, at least not organized around CHRIST and His Precious Words

In context, it has to be set in their era, their enemy (Rome) and context of political authoratative "whore" which slept with many nations setting foot into many kingdoms, birthing many subset sects and sleeping with many culture mythologies and cult religions/beliefs/precepts when it converged all religions into it's "one world religion" (once again within context of the warning as a whole.
Using the word "Whore" is also the sign of the warning, because this 1 world religion being whored around uses the basis of their image by favoring the christ figure born from the woman who "strayed"(Stada) and had Yeshu(of 100bc) through a fling she had with a Roman soldier named Pandera (Panthera).
Thus she was called Mary Stada and This figure was deemed Yeshu ben Stada (of 100bc era).

The NT specifically says that all prophecy would be fulfilled in the apostles' generation. That alone should be enough to inform us that it's over.

I don't think most Christians are cranks or conspiracy theorists; they just read the Bible in bits and pieces, so they miss the big picture. Understand the Bible from 10,000 feet, and the details begin to make sense.
