It appears that the Iranian government has fragmented into a collection of competing interests and authorities, making it difficult to negotiate a resolution of the current hostilities. I wonder if a "shadow government" of Iranian dissidents should be formed with which a mutually beneficial peace plan could be approved by the US and Iran.
The practical application of such an arrangement would be to present to the Iranian people an alternative to the disastrous conditions under which they are now living. Such a plan could include very generous terms to a new government, which could provide a focal point for opponents of the current regime.
