It is the improvement in these techniques in the past 10 years that allow it to be very successful. It far surpasses what they use to do. That is evident by the oil booms in the past that have eventually ran it course and became oil busts. The oil was always there in the ground but the feasibility to get to it was not quite well developed as it is today.
