Yeah, I'm not sure if that would be, under other circumstances, a violation of International Law. But it is not an act of an entity, quasi-government or not, that supports the Rule of Law. The whole point of recognizing the right of a peoples to self determination is that it doesn't require the consensus of other peoples. Do you want to argue that it does?
