There does not have to be intent. Sharing classified information in an improper manner is illegal, whether you have malicious intent or not.

Hegseth was obviously looking at a classified document when he was typing his comments into the Signal chat. That classified document was most likely marked as SECRET or TOP SECRET.

In other words, Hegseth knew that he was typing classified information into the Signal chat....and he did it, anyway.
