He was allowed to get to that level for the correspondence dinner with a gun....by Secret Service detail.....otherwise he would not have made it to the secret service security detail just outside the ballroom on that level....and for the life of me, I can not understand WHY that was the case....

Try he was a registered guest......who would have had a background check.....so from what I've seen, nothing stood out. He would have had access to hotel areas except the ballroom. If you noticed, he ran to and through the outer most security perimeter.
