It appears they are talking to various people in Iran. The problem is that none of them seem to have the authority or the willingness to cut a deal. IRGC is run by hard liners who refuse to relinquish power. The political figures that remain are scared to death that if they do bargain with the US that the IRGC will have them killed.

There isn't going to be a deal reached. Iran is going to have to suffer through it's economy being reduced to nothing with gas shortages...food shortages...mass layoffs...electricity black outs the norm. At some point the IRGC will lose it's troops because they won't be able to pay them and the people will rise up and take back their country.
