He was allowed to get to that level for the correspondence dinner with a gun....by Secret Service detail.....otherwise he would not have made it to the secret service security detail just outside the ballroom on that level....and for the life of me, I can not understand WHY that was the case....

Signs do point to that.

But from whom? The Secret Service? There should have been a check point at stairs and elevators going to that specific ballroom level, before ever getting to that level, don't ya think? Just like in Butler, that rooftop should have been a focus.... for secret service, even manned by them!
