Which is better for America?

I would change your question and answer that an irresponsible person who votes is worse for America than a responsible person who doesn't vote.

Absolutely. An irresponsible person who votes is a 2X loss for America--- first they are irresponsible, then to add to that, they use their irresponsible views to effect policy in the whole country!

A responsible person who doesn't vote is not ideal but far better. They may not vote, but at least they are responsible. Better to have a country full of responsible people than irresponsible ones.

In my view, a "responsible person who doesn't vote" is in effect 'voting' whether they think they are or not.


By "not voting" they have elected to let the majority rule, uncontested.

Most political issues involve the misbehavior of the citizenry. If one doesn't misbehave, they have no dog in the fight. What the government wants the most from us is our money, so even if we don't vote we pay.
 
Who gets to say who is or isn’t responsible?

What’s the criteria?

Who has agreed to that criteria?

Disagree. Three times in my life I didn't cast a vote for President as as I didn't like any of the candidates

So the person needs to be honest, have a job, be in good health, where you lose me is engagement? You mean vote?
Positively engaged in the community where they live; IOW citizenship.
