Which is better for America?

Most political issues involve the misbehavior of the citizenry. If one doesn't misbehave, they have no dog in the fight. What the government wants the most from us is our money, so even if we don't vote we pay.
The thing is, we create our own government. Through voting (reference the OP)

We have "the government" we deserve.

In an ideal world, elections would be held between midnight and four AM in the wee hours of Monday morning, in remote locations. Voters would be required to present not only a picture ID, but a copy of their most recent year's Federal tax return, proving that they actually paid some fukking taxes (geezers excepted). On the female side, only legally married women with children could vote.

No Democrat would ever be elected again. Pity that.
So women without children, married or unmarried, couldn't vote in your scenario? Why ? What difference does being children free have to do with anything?

A. An irresponsible person who votes.
B. A responsible person that doesn't.

It's kinda like asking which is worse, getting kicked in the right testicle or the left? There just ain't no good answer, but if I had to choose then I'd a say an irresponsible person voting is worse than a responsible person not voting. Cuz the irresponsible person will vote for a democrat and that's worse than no vote for anybody.

"There's not a dime's worth of difference between Democrats and Republicans." -George Wallace

"There's not a dime's worth of difference between our representatives and those that elected them." -Woodznutz

Which confirms that our government is indeed "of, by, and for, the people."
