It refers solely to US production/manufacturing values, aka as the headline states:
U.S. Real Manufacturing Output ....
However you are absolutely correct that in regards to e.g. the US market outlook - manufacturing will have no added impact onto future employment, and certainly not towards "propagated" increased employment.
What MAGA dolt's simply don't understand (how should these trailer park people?) are terms such as Global Market Saturation and therefore "demanding" Increased Profit Maximization, (made even worse due to Trump 1.0) and now with Trump 2.0 having become an irreversible situation in and for the USA.
Chinese companies that I am personally familiar with, for example e.g. 5200 employees in 2005 in China - and now with a revenue 8x higher, they barley employ 3700 in China. Simply due to AI, Robotics, Outsourcing to low cost countries and lean management implementations.
China's HUGE chance and future IMO is guaranteed by the "natural" reduction of it's population - which is estimated to be around 700-800 million by 2100. And it's "professional" guided, autocratic political system.
