The entire drug enterprise, from producer to consumer is driven by the users of drugs, whether hard-core addicts or casual users. The only way to stop drug-driven crime is to cut off the "head". Not the cartels or dealers, but the users. They provide the life blood of the drug trade...the money.

The only way to do that is to increase the penalty to a severe one in order to deter the activity that creates the need and the dealers. If that is impossible, then cut off the supply, and then the dealer will no longer see it as a lucrative business to be left in or to venture in too.

The low-hanging fruit is the hard-core users, which are the main source of revenue for the drug business. They are well known and easy to catch. That's where we should be focusing resources.
