Both Hiroshima and Nagasaki were primary military targets. Hiroshima was a major naval base for Pete’s sake. The RAF targeted German cities for the same reason the Luftwaffe did first. In my opinion the people making the sinews of war aren’t really civilians. At night the chance of hitting a factory at night are nonexistent.

Anytime you drop a bomb from a plane or drone you are intentionally targeting civilians outside of a direct military target like a battleship or something.

So was the bombing of Coventry in England, Guernica in Spain and Warsaw in Poland. All done before Dresden. Both Guernica and Warsaw had been declared "open cities" and weren't even defended by fighters or flak. The Germans and Japanese set the standards of attacking civilians, you have to be an idiot to refuse the allies the right to level the playing field.
