Actually, men were raised to be responsible and grow up with the understanding that they would one day have to be responsible fathers. Women had families that stepped in to help. There was no need to have the government step in as provider and baby sitter. If anything, "the needs of the children" being filled by government underscores the breakdown on the entire family structure. Government being the dad that steps up has relieved men of any sense of responsibility and allowed them to stay in a protracted period of adolescence.
