Russia refused to keep Minsk agreements, refused to withdraw it's paramilitary units and millitary hardware out of Ukraine, refused to let peacekeepers in. All of that is well documented by the arbitrating international bodies who imposed and re-imposed sanctions on Russia for these violations every year.

To ignore those direct violations of the agreements while trying to blame every side EXCEPT Russia for the failure of the agreements is pure stupidity.
