Territories that formed states later, had requirements called laws passed that to be a state one had to stop polygamy. Polygamy had not been illegal per Federal law. The territory that now is UTAH wanted to become a state. LDS had been polygamous primarily to protect women who had children but lost the father to events. I sense you mean the President of the Church who has a pair of counselors. The 12 apostles are like say a football team. They play roles to assist the President. I am not clear why it is an issue that all of them are Men.

A woman has married and is now a widow, What is best for her, to marry into a family where there is a husband for the women vs her being sad and unmarried as a widow with children? What is the normal path men take who wind up married to the widow with kids? Is she likely to marry a decent person or one who she has to divorce later? I think this is why the fundamentalists marry a number of females.
