They did not raid, arrest, or deport anyone illegally.

I read title 10, all that Trump needed was in the actual law.

Federal law enforcement was being prevented from carrying out its duties, the guard was called in to assist as per title 10.

The word "people" clearly does mean everyone, not just citizens.
That is trivial to prove.
For example, no one was a citizen before we protested and demanded rights like with the Boston Tea Party, and in fact no one was a citizen until after the rebellion was won.
Yet the legal authority for the rebellion already inherently existed, due to the inherent individual rights of all people.
That is also obvious in that you cannot rape, rob, or murder tourists.
And this is all especially true with the US since we essentially stole this entire country from the natives.
And it is the natives who we are illegally preventing from working, living, and traveling on their own ancestral land.
