Legal authority comes from the defense of inherent individual rights, not legislation.
There are many sources to choose from.
For example, it is illegal to deprive the undocumented of life, liberty, and pursuit of happiness.
If you read the Treaty of Guadelupe Hidalgo, it also ensures natives can't be abused in the states we purchased. We cannot interfere with their land ownership, employment, transportation, commerce, etc., and they do not have to become US citizens if they do not want to.
Remember, most of CA actually is Spanish land grants that were supposed to be enforced by treaty, and we illegally violated.

That is because law is not mere legislation.
There are basic principles that are easily understood, that then cause a chain of justifications that give government authority.
And in a republic, the source of that authority is from the need to defense the inherent rights of others.
Essentially those being defended delegate their authority to government to use to defend them.
So any government act that harms anyone, and defends no one else, is obviously inherently and totally illegal.

Federal troops are not appropriate when it is ICE who is causing all the harm by not following the law when it comes to the require judicial due process.

More are killed by drunk citizens because they can afford to get drunk and drive around more.
