The environmental problems you described, while concerning, would not necessarily reflect on the quality of the education being received. You can be taught and learn fantastically in a cave, and poorly in a palace. The quality of the education depends more on the quality of the educators and the ability and willingness to learn of the educatees. The environment can certainly support or detract from that quality, but I wouldn't imagine it was of primary importance.

Why are computers and internet service necessary? You certainly need to know how to use a computer in the modern workplace. As far as teaching the fundamentals though, computers are no more necessary for a quality education than they were 100 years ago. Computers can be fantastic tools. I ought to know since I specialize in working with computers. They are, however, no substitute for a brain. If you are stupid without a computer, you will be stupid with one. If you are intelligent without one, if you receive a solid grounding in logic and reasoning, you will have no problem learning to use a computer later on.
