It was saying that government couldn't collect taxes for the "specific" welfare of certain people. They had just rebelled against a king who used taxation to enrich himself and ignore his subjects.
If you voted for Trump there’s a good chance you’re a lot like me with regard to why....I voted for him on two policies almost exclusively...First and foremost on how he would deal with illegal Mexicans and the border and second on how he would yank lowlifes off the Democrat induced welfare plantation.

Nope ... it's a modifying clause, attached to the taxation power. It doesn't mean "just do what is best for the people". That's unlimited government power - every liberals wet dream.
Underrated post in the topic.One thing we do know is that it should not mean that billion dollar corporations should be getting government subsidies while they move jobs out of the country.
