Not all officials go for that crap. Let me tell you about Dick who ran the Engineering section at Fremont, CA and he told me this story. He was told by a local inspector about a dozer moving a small amount of dirt blocking what he called a stream of water down the side of a mountain in Fremont. Dick said the winter was pretty bad and the water was not normally there. But to do his duty to Fremont he had to show up and order the dozer firm to undo the so called damage to a stream of water. Dick has passed away or I would ask him to tell this story.
