It seems their first idea for HR 3400 is to indeed pick winners and losers. Title I of the bill is named:

"TITLE I--TAX INCENTIVES FOR MAINTAINING HEALTH INSURANCE COVERAGE
Sec"

Tax incentives. And I thought Republicans hated to play around with taxes.
