And many have lost what makes up 20-30% of their revenue: liquor sales!But nobody is going and they have bills to pay.A lot of restaurants in my area are doing a great job at adapting. Many still do pick ups, and others have started to deliver. The other day I went to a local bar and grille to pick up food, and they were so packed that I had to wait about 30 minutes to receive my food, and it was already finished cooking.
Actually prohibition was the best thing for organized crime because it gave organized crime it's very life. Maybe WWII gave it a second wind though. The simple message is prohibition of any kind for anything will simply never ever work. The only effective way to kill a black market is to flood it because it's entirely dependent on the natural law of supply and demand. Those measures were put into place because there was hoarding.
There was also an active black market at the time. WWII was the best thing that ever happened to Organized Crime, because after the beating it took in the 1930's when prohibition ended, it got a whole new lease on the black market and the government turning a blind eye to its activities.

In fact we are in a global economy, we all kind of depend on each other. Trump's trade war has killed American Manufacturing because supplies of components were disrupted. Then the virus hit and kicked in the whole rotten edifice.
