And the week before Gov. Cuomo went nuts over one in a park in NYC. Except that it was a leftover rope from a construction project as an investigation concluded.

Definitely think this was staged. The response seemed planned in advance, so most likely it was done in order for NASCAR to have their "we're not racist" moment, or they would have found out who hung the noose.
