No, I don't think they book rooms online, nor does the Secret Service book rooms. It's the job of White House staff to make the necessary arrangements and the job of the SS to look after security once the rooms are booked.
It's typical of Trump's White House to **** up, bigly. They still haven't signed a single deal, no legislation has been signed, or no promises kept except pulling out of the TPP and the Paris Climate Accord.
Trump signed a Memorandum of Understanding with the Saudis and another one with the Poles the other day, but a Memorandum isn't a contract, it's a plan to negotiate a contract.
