Both housing and schools for dependents should be located well away from military bases from which operations are conducted and which would be legitimate targets in an attack.

But the purpose of that is certainly not to have human shields inside of facilities from which terrorist attacks are launched. That is the iranian strategy. our "family friendly" warfighting bases are just part of the American hubris that we should have learned to avoid during the first iranian attacks on the united states, back in 1979.
