I did read it. It's a waste off money.

so making sure proper safety is done, making sure proper security, proper roads, proper staff, etc etc, is ready before they start is a waste, b/c you're a hack.

Based on a projected surplus. Is that what bush did with his cuts too.

So you are upset that they are spending money determine if a plan is good instead of just doing it with no thought whatsoever...

It's a measure twice, cut once principle. Much better to spend more money preparing for a project that doesn't happen than to start a project and find out it costs far more than you anticipated. It's called common sense.

Personally, it seems like much of these costs should be shifted to the casino itself.
