Yes, it depends on your definition. I agree if you go another 15 minutes out, you’ll find a lot of red. But the close-in districts in Arlington and Fairfax are so densely populated with liberals - mostly government workers or wealthy elitists - that they outnumber the moderate areas of NoVa.
