One of the lawmakers was on NPR yesterday morning talking about the police that were protecting their offices were called away:

The buildings to the right are where the Senate office buildings are. The lawmaker said that many of the police who staff these buildings were called away to the Capitol (center) and the buildings were un-protected for a short time.

So zip ties guy was in the wrong spot.
