The poorest whites are either drug or alcohol dependent, and/or poorly or uneducated, or disabled. I infer you are defining those who can't secure employment in minimum wage jobs, and live on the dole. Of course not only the whites, but other minorities fit the same demographic.

Competition for higher paying jobs, such as civil service, which provides benefits (health Insurance and Retirement, sick leave and vacations) is competitive, meaning they must have at least a high school diploma, and in some cases a GED, and be able to pass a written test (or such as a typing test) and/or an oral interview. And of course the ambition to want to work.

Did you really just claim that it's "ambition to want to work" that makes people strive to get a Civil Service job? Here I thought it was that a Civil Service job meant you DIDN'T have to work but still got good pay and benefits with ZERO chance of getting fired! Silly me... (eye roll)
