Because that would not be the Olympics, that is like asking what difference there is between a preseason game and the Super Bowl.

Also, if we were going to do such a thing the time would have been in the past few years so that such an event could be organized and you could get other countries to join in. The whole world has known since 2015 where these Olympics were going to be held.
