Two Govt track system? Instead of two-party System?

I thought about it, and want to give credit to RWS for framing the solution as a two-govt system.

What if we let the outer shell of govt elections exist and operate as is,
while we organize the parties and political structure of members per district
to recognize an internal track of representation, and use THAT to convene
and discuss/debate, explore and develop solutions to problems with public policy?

What if every citizen uses the elections to vote and work on TWO levels.
We keep voting under the current system.
But for precinct meetings and party conventions or group meetings,
we set up a structure for including this input and output as a way
of forming and reforming policies and possibly implementing cooperative programs.

Would we need two votes, one for external candidate
and one for internal party to keep track of the representation?

What systems do we already have in place we can adopt.
What models can we replicate?

Why can't we have a constant venue for "Constitutional conferences"
where party members and leaders get credit for the work being
done to formuate and develop more effective sustainable solutions?

What if we could pool resources together to INVEST in model programs?

How can we get away from this system of compromising people's
representation by party because of the majority rule coercion to take sides or lose all?
 
Also, what if winning candidates had to win both the popular vote AND the Electoral College vote?
One of my friends said the problem with imbalance in federal govt has been electing instead of selecting Senators,
so these no longer balance the House of Reps.
Would either of these changes help?
What about splitting the Pres and VP positions into internal and external positions?
If 2-4 candidates split the duties, could we see more parties represented and working in govt at the same time?
What are other ideas?
