It's based on the law of boom and bust. You go down to the bust and then work up towards the boom, and when you've got there, you realize the rich billionaires screwed millions of people through the bust.

As long as things are stable enough in government to allow for the boom to rise, and as long as policies aren't put in place that destroy that rise, then you're going to have it.
