But you are NOT facing reality! The person with an expired visa must come into the immigration office.
Any effort you've described doesn't alter the fact the person has to comply.

Say there were no cops watching drivers go through a 20mph at 50mph.
The drivers broke the law. Oh wait. They are going down to the traffic court and say.."I broke the speeding law"... please assess me a late fee OK???
