The video isn't part of the report nor has it any legislative purpose, congress already has the transcripts. They only want the video to chop it up into out of context snip's of video to use for negative campaign ads. And no, campaign ads is not a valid legislative purpose.

I however I think there is a compromise if the GOP house says they are afraid the transcripts aren't accurate. Appoint a "Special Master Panel" of the three retired Supreme Court Justices (Kennedy, Souter, and Breyer) to review the audio and compare them to the transcripts provided to congress.

As an impartial review panel they can certify the transcripts are accurate or annotate where the transcripts may be in inaccurate.

Congress then has what it needs for any valid legislative purpose, which is an accurate set of transcripts.
