Here's how it works. Trump imposes a high tariff on the goods entering our country from one of our trading partners....so then that trading partner imposes it's own, high RECIPRICAL TARIFF on U.S. goods. This results in trading partners abandoning expensive U.S. goods and making deals to get those goids somewhere else, for example corn and soybeans from Brazil, beef from Argentina, and, in the case of India, oil from Russia instead of the U.S.

Yes if we continue to import so much from the world we need something to sell in return
But otherwise farmers could stop chasing the export rabbit that they never seem to catch and simply feed America instead

First, your chart shows tariffs AMERICANS paid on Chinese imports. But second, those 2018 tariffs were not "wildly successful", well, except maybe for China.
