Apparently, you do not go to Mexico. They do not have that kind of money. I go there about every 2 months. The federales are wearing uniforms that have been obviously mended over and over again by their wives. Their streets are almost undrivable. They are missing traffic and road signs. Sidewalk have not been repaired in decades. They use pickup trucks for police vehicles. Their tax base is almost nonexistent, with the exception of nationalized oil and tourism. Most of the money in Mexico is in the hands of drug and human trafficking cartels, and they get that from people in the USA. The government can not even successfully control their own gangsters.

You just start it, publicize the hell out of it and drop them with just the basic needs and most of the rest will gather up their possessions and leave on their own.
We have to include thee parents of US born children as well. They would, of course have a big choice to make there.... Either find someone to raise their kids for them, or take them back to their home country.

I think if it was so expensive then congress shouldn't have created the law in the first place. It's called...um...democracy. It's when the people elect representatives to enact laws on their behalf. It just seems undemocratic if the president can decide not to enforce those laws when he thinks it is wrong.
