He takes people he finds ludicrous or not doing their jobs, and takes them out of their elected positions and gives them.......basically office jobs, where they aren't protected by their elected official position anymore. This way, Trump can fire them and get them out of the way, or keep them under his thumb so they don't do anything stupid like turning full RINO.

And his picks in first term weren't terrible? He had a neurosurgeon running HUD, a corporate CEO as head of State Dept., DeVos was considered so unqualified that Mike Pence had to vote to approve her nomination. None of his choices really shock me anymore.

This is a special kind of awful, picking the most egegiously unqualified people to head each department. This is a deliberate attempt to circumvent any actual ability to lead and only choosing those who will grovel in deference to the new Emporer.
