This is what sometimes causes some confusion. There were 2 Churchill busts, the original, from the 1960's, and another from when GW Bush was President.
The second was loaned to him whilst the original was being cleaned.

When it was time to hand back the loaned one, GW asked if he could hold on to it, so he ended up with two of them by the same artist - Jacob Epstein.

The loaned bust was eventually returned to the British Ambassador.

Obama moved the original to the outside of the Treaty Room and in its place in the OO placed the MLK one.

He explained in a press statement that he wanted something more appropriate and personal to him and which reminded him of the struggles of MLK - which as I've already said, is perfectly understandable.

One of the reasons Obama gave the press conference to explain why he'd remove Churchills bust from the OO and replaced it with MLK, was because the then Mayor of London and author of 'The Churchill Factor', Boris Johnson, had suggested in an Op Ed that Obama might have removed the Churchill bust because of his connections to Kenya and Winstons role in British Colonialism.

Other commenters were getting confused, believing the loaned bust was the original and it therefore appeared that not only had Obama removed the Churchill bust from the OO, but had returned it to the British - which they saw as a snub.

Anyway, anyone who doubts that Obama moved and replaced the original bust with that of MLKs can read his own statement about it in the Press conference (with Cameron).
