I think what you've underestimated is the Buddy Factor. Nobody expects to be his buddy.... Everyone knew what he was before they voted for him.... Obnoxious, egocentric, given to wild swings of opinion from time to time. He was not an unknown quantity when he ran at first and he still isn't. Re: the tax breaks.
The actual no tax, only covers the first $12,500 of overtime and the first $25,000 on tips.
Plus it only covers FLSA overtime (1.5 X) for work over 40 hours per week, and not overtime from state law, or collective bargaining agreement.
The IRS is still working on the exact regulations, but it's nowhere near what Trump campaigned on.
