So my proposal would be for the EU to issue 3 year visas to Mexican workers (no tats with a solid work exp.)... They arrive on the 1st of March, work 2000 hours and that entitles them to a free flight home until next March. Work hard and you can be at home for 4 months (6 days at 10 hour day).
We would house them in modular housing in the countryside. Everyone happy.
