Given the fact that we had a Syrian envoy literally admit to the press that he lied to Trump about troop numbers, it's not far fetched to assume that other officials connected to our military lied to him about Afghanistan. That being said, the timetable for withdrawal is actually part of a plan that was started under Trump.

It's similar to how Obama followed a lot of the same plans started under Bush. Military campaigns typically last longer than presidential administrations.

Bush in 2008.

One thing that isn't often mentioned is that, even when we remove soldiers from an area, we often still employ contractors there. Iraq still had thousands of US contractors doing the tasks of soldiers for a few years after the "withdrawal." It wouldn't be surprising if we still have some there.

Something similar will probably happen with Afghanistan after the withdrawal. So, in some ways, you could consider our troop withdrawals to be more semantic than literal.
